School of Corporate Governance & Public Policy
Management expertise is a requirement for private as well as state owned enterprises. It covers a wide range of issues involving organization, raising & management of capital, operating procedures and production resources -- all brought together for productive economic purposes through responsible corporate governance. The School of Corporate Governance & Public Policy will network and draw upon the management and governance experience of its faculty to meet the challenges of inclusive and sustainable corporate operation and growth.
Delivery systems at different levels of the Government impact significantly on the lives of corporates and people. The Government has been laying a lot of emphasis on improvement in delivery systems through the National e-Governance Programme (NeGP) with emphasis on outcomes rather than outlays and a series of other administrative reforms and measures. Through this School, IICA will build the expertise/ability to advise on systemic reforms as well as take up capacity building and training initiatives for the officials involved in service delivery under these programmes.
One of the major responsibilities entrusted to this School will be to study the management of regulatory and administrative systems of the Ministry and its field officers on an on-going basis with a view to continuously improving these systems. The present regulatory system in the Ministry needs to be strengthened and made more effective. The School will take up a project initially to design and implement a more effective regulatory system and thereafter review it periodically.
The organizational structure and process of the Ministry and its field offices also need to be studied in depth to take up organizational development, restructuring and process re-engineering initiatives. Reporting, monitoring, feedback and evaluation systems will need to be redesigned and put in place. Key field offices of the Registrar of Companies (ROC) and Official Liquidator (OL) need special attention in this context.
This School will also study the various service delivery systems in place in the Ministry and its field offices for further improvement. Amongst the offices that could utilize the expertise and knowledge-base of the School are the Centre for Corporate Governance and Investors’ Education and the Centre for MCA-21 Services.
The Government’s policy and approach deeply influence the economic and business environment issues. The inclusive growth approach of the Government, as also the emphasis on infrastructure development, has created business opportunities/models which have languished due to the limitations imposed by the outdated management frameworks. The School of Corporate Governance & Public Policy will enable IICA to contribute towards better understanding of corporate management issues and to function as a high quality institute and think tank.
