The Implementation Team
IICA is being set up by a highly committed team of administrators, experts and young
professionals, acting under the guidance of Ministry of Corporate Affairs and the
Board of Governors. The Implementation Team, headed by an Officer on Special Duty
deputed by the Government of India, is establishing IICA as an institution of excellence
for capacity building in corporate governance and regulation. This includes developing
human resource policies, infrastructure and partnerships with other institutes in
India and abroad to enable IICA to provide state of the art capacity building programmes
in relevant areas and subjects.

Bhaskar
Chatterjee,
Director General, Indian Institute of Corporate Affairs
Dr. Bhaskar Chatterjee is presently the Director General and CEO of the Indian Institute
of Corporate Affairs. This Institute is an autonomous organization established by
the Indian Ministry of Corporate Affairs and is intended to function as a capacity-building
institution and a think-tank for knowledge development/ dissemination and for rendering
policy advice to the Government of India on issues relating to Corporate Affairs.
Dr. Chatterjee graduated from Hindu College, Delhi and did his Post graduation in
History from St. Stephen’s College, Delhi University. Thereafter, he completed his
MBA from the All India Management Association. He received his M. Phil from the
Indian Institute of Public Administration in 1989-90 and his Doctorate from the
Chitkara University in 2011.
He joined the Indian Administrative Service in 1975 and has held many distinguished positions.
In 2008-09, he was Principal Adviser in the Planning Commission. Here he was deeply
involved with a number of micro and macro-economic measures. He was also a part
of the team responsible for shaping India’s response to the global economic crisis
of 2009.
As Additional Secretary, Ministry of Rural Development, in 2006-08, he was associated
with the complete overhaul of the National Rehabilitation and Resettlement Policy
of India. Earlier (2004-06) he functioned as Principal Secretary, Steel and Mines
in the State Government of Orissa. Here he was part of the core team that negotiated
the single biggest Foreign Direct Investment in India with the South Korean Steel
Giant, POSCO. The POSCO steel and port complex will come up in Coastal Orissa with
a projected investment of Rs. 51,000 crores or US $ 51 billion.
Before this, he made significant contributions to higher education as Member Secretary
of the Indian Council of Social Science Research (2001-2004) and to the advancement
of Literacy as Director General of the National Literacy Mission (1995-2000). For
his outstanding work in the field of literacy, he was presented with the UNESCO
NOMA Award by the President of India in 1999.
He has presented several papers and articles on education and management and has
made significant contributions to the Dang Committee set up by the Steel Ministry
in 2006 and the Hoda Committee on the mining sector set up by the Planning Commission
in 2007.
As Secretary in the Department of Public Enterprises, he was leading reform and
change among Indian State Owned Enterprises laying special emphasis on Corporate
Governance, revitalization of the MOU system, Human Resource Management, Sustainable
Development and Corporate Social Responsibility.
Mr. Chatterjee is also a widely acclaimed management practitioner, theorist and
teacher. He has written and lectured over many years on issues of motivation and
team building. In 1990, he authored his first book – a path breaking work entitled
Japanese Management – Maruti and the Indian Experience. Thereafter,
he wrote his now famous Human Resource Management – A Contemporary Text which has
gone into its fourth revised and enlarged edition in 2009.
Most recently, his widely acclaimed book, Leadership India – Leading Change, Changing
Lives, was released at the World HRD Congress in February, 2011.
Mr.
Rakesh Chandra,
Director & Head ICLS Academy , Indian Institute of Corporate Affairs.
Mr. Rakesh Chandra is presently the Director & Head ICLS Academy of the Indian Institute
of Corporate Affairs, New Delhi. He is a fellow member of The Institute of Chartered
Accountants of India (ICAI) since 1978.
Mr. Chandra joined the Indian Corporate Law Services (ICLS) with the Ministry of
Corporate Affairs (MCA) in 1980. Having the wide experience of 34 years, he has
immence knowledge and experience of Companies Act 1956, MRTP Act 1969, Competition
Act 2003, SEBI Act and regulations thereto including Accountancy practices.
Mr. Chandra has held very important position in Ministry of Corporate Affairs as
Regional Directors (NR), Noida and (WR) at Mumbai. He was also posted as Registrar
of Companies of Delhi, U.P, Orissa and J&K. As Director of Inspection & Investigation
with the Headquaters of MCA, he was looking after the policies and enforcement cell
of the Ministry.
Mr. Chandra handled several special tasks other than duties discharged as Registrar
of Companies, Director (Inspection & Investigation) and Regional Director in the
MCA. In 2001, he was appointed as Member Secretary of the first Committee on Modernization
& Computerization of the office of Registrars of Companies. He was posted as Secretariat
of the Ministry to assist ‘Irani Committee’ to recodify the Companies Act, 1956.
He was also duputed in the “MCA-21” project to look after the domain related issues
and was the key man for converting all forms under the Companies Act, 1956 into
e-forms. As a token of recognition, Mr. Chandra was awarded appreciation letter
by Justice A.N. verma, Chairman, MRTP Commission and by Ms.Komal Anand , the then
Secretary , MCA for his outstanding work.
He brought several significant changes in online allotment of DIN , names , online
approval of DIN and DPIN, green initiatives such as service of e-notices, e-documents
and e-certificates etc. as Head of the ‘Drafting Group’for the task.
In order to regulate capital market and monitoring the function of the Stock Exchange,
Mr. Chandra has held several special posts as Member of Board of Governance of Delhi
Stock Exchange , U.P. Stock Exchange, Listing Committee of BSE and Chairman of Regional
Task Force on Vanishing Companies.
With his immence knowledge and expertize in Corporate Law, he has been the Member
of Quality Review board(QRB) of The Institute of Company Sectretaries of India and
presently the Member of Editorial Board of its monthly journal “The Chartered Secretary
“ and a Member of Apellate Authority for disciplinary proceeding of Members of ICAI,
ICSI and ICWAI.
Mr. Chandra has participated in various International Conferences by International
Monetary Fund, Singapore and United Nations Organization, New York, USA on Creditor’s
Right in cross border insolvency and Judicial Reforms in Insolvency Law by UNICITRAL
respectively and also participated in Corporate Register Forum at Singapore on International
conference of Business Registering Authorities.
Apart from these, Mr. Chandra have published several articles in the field of Corporate
Laws. Amoung many, one is the ‘Inspection Manual’ with new approach towards ‘Corporate
Oversight’ published in 2011 and on ‘Strengthened Oversight & Improved Disclosure’
on utilization of IPO proceeds in 2010 Published by Ministry of Corporate Affairs.
Gautam
Kumar
Chief Information Officer
Shri Gautam Kumar has joined at IICA in May 2011 as CIO, IICA. He is B.E.(Electronics
& Communication) from Delhi University and MBA (Strategy & Marketing) from Management
Development Institute.He has worked in Department of Telecommunication (1992-2000)
in the field of Transmission/Carrier Systems, Optical Fiber ,DWDM and Satellite
Communication systems etc. He has served as Telecom District Manager in BSNL (2000-2004)
responsible for planing, development,upgradation and managing revenue generation
of district/cluster. He has served as head of CDMA Project Management Group of BSNL
Maharashtra (2004-2007) and successfully commissioned a 100K lines CDMA based Mobile
Communication System (OSS & BSS ) for State of Maharashtra. He has worked as DGM
(Core Network) for procurement of Trans equipments and prepared RFP/tender for AFNET
Project of Indian Air Force. As Sr. V.P. (Broadband Operation) at BSNL Corporate
Office New Delhi and formulated policy for Operation & Maintenance of Broadband
Services in BSNL network. As Director (Cyber Security) in Department of Telecommunications,
he coordinated with Law Enforcement Agencies and Telecom Service Providers and formulated
the standard operating procedures for lawful interception of communications and
worked on Encryption Policy. Presently, he is responsible for preparing strategies
and executing the IT initiatives of IICA, Ministry of Corporate Affairs and also
associated with e-Governance Cell for exit management of MCA21 project, hiring of
Knowledge Management Partner for data mining and project of e-Court and e-Auction.
Mr.
Lekhan N. Thakkar
Chief Finance Officer, Indian Institute of Corporate Affairs
Mr. Thakkar holds a bachelor’s degree in commerce from South Gujarat University
and a master’s in economics from the same. He is also a Chartered Accountant, Company
Secretary and a cost and work accountant. He is a Civil Servant of 1996 batch.
Mr. Thakkar comes with extensive experience in urban and rural development. He has
also worked in various capacities in steel and textiles Ministry in Government of
India.
Prior to joining IICA, Mr. Lekhan N. Thakkar has worked with Government of Gujarat.
As Vice President (Corporate Affairs) GUDC, he was responsible for financial structuring
and Management of various projects including Energy Efficiency program, CDM projects,
Urban Infrastructure program, etc. He was responsible for sanctioning, implementation
and monitoring of urban projects under the JNNURM. As project director of World
Bank funded Gujarat Urban Development Project, he was involved in the planning of
urban infrastructure investment, capacity building and reforms at both city and
state levels.
The Administrative Core
N. S. Oberoi
Consultant Adviser, Indian Institute of Corporate Affairs
He has 30 years of experience with various ministries like Agriculture, Heavy Industry
and Public Enterprises and then Ministry of Corporate Affairs from where he retired
on 30th April 2006. He was on deputation to International Centre for Promotion of
Enterprises, Slovenia as their Resident Representative in India. At IICA, he is
a Consultant and Program Coordinator dealing with program organization and Logistics.
B. S. Chopra
Consultant Adviser , Indian Institute of Corporate Affairs.
He has 40 years of experience with various departments/Ministries of Government
of India in administration and vigilance matters. He retired as Asst. Director General
from the Department of Post. He is currently on assignment as Consultant and helps
oversee matters relating to personnel and general administration at IICA and registration
arrangements in connection with the conduct of various training courses etc. being
conducted in IICA.
M. R. Arora
Consultant & Logistics Coordinator, Indian Institute of Corporate Affairs
He is a professional in Public Dealing and Business Development with over 33 years
of cross functional experience in Hospitality Services, Public Relations, Customer
Relations etc. He retired as an Executive Manager at ITDC Cafeteria, IGI Airport,
New Delhi.
Anand Jeewan Sharma
Accounts Officer, Indian Institute of Corporate Affairs
He has 19 years of experience in corporate sector, before joining IICA shri Anand
Jeewan Sharma served with Indira Gandhi National Open University, New Delhi under
Ministry of HRD as Consultant (A&F) In the IICA, he is responsible for work relating
to Accounts & taxation of IICA.

Lata Suresh
Librarian, Indian Institute of Corporate Affairs
Lata Suresh is presently the Librarian at the Indian Institute of Corporate Affairs.
Lata Suresh graduated from Kanoria College, Jaipur and did the Post graduation in
Sociology from Rajasthan University. Thereafter, she completed her Bachelor’s in
Library Science from the IGNOU and then Master’s in Library Science from Madurai
Kamraj University, Tamilnadu. She received her M. Phil from the Vinayaka Missions
University and now pursuing her Doctorate from the University of Pune. With a professional
experience of 18 years in her port-folio, Ms. Lata Suresh worked as Manager, Library
at the Institute of Health Management Research, Jaipur, Rajasthan, India before
joining Indian Institute of Corporate Affairs. She is the recipient of Holy Maa
Maya National Best Librarian Award instituted by Indore Divisional Library Association
in the year 2011.

Mrs. Lata Suresh has been awarded A.N. Marrapan Memorial National Best Young Librarian
Award Instituted by Society for the Advancement for Library and Information Science
in the year 2008 and also won the Best Librarian award from Rajasthan Pathak Manch
and Rajasthan Patrika a prominent news paper in the year 2006 and 2007 respectively.
Her brief profile has been published in a monthly Magazine Uthkantha in their special
issue published in October 2009 on “Talents of Rajasthan”. Apart from the institutional
and social obligations Mrs. Lata Suresh has been carrying out various professional
responsibilities. She was Assistant Editor of Journal of Health Management published
by Sage Publications India Pvt. Ltd. She is the Vice President of Society for Advancement
in Library and Information Science (SALIS- National Body) and Vice Chairman of SALIS
–Delhi NCR Chapter. She is also an Associate Editor of the Journal published by
the Society. She is one of the National Editorial Advisory Board members of the
Journal “Journal of Library Management” published by MANLIBNET and also Editorial

Research Journal of Library and Information Science”. She was the Country Representative

programmes. Mrs. Lata Suresh has implemented many new and innovative techniques
to the libraries she worked with. Her experience in managing and coordinating libraries

A Fellow Member of the Institute of Chartered Accountants of India, having over
10 years of post qualification experience, Mr. Baijal is looking after the School
of Finance at the Indian Institute of Corporate Affairs (IICA). He has been working
on Financial Reporting and Disclosure aspects of corporates and handling the work
of convergence of Indian accounting standards with International Financial Reporting
Standards (IFRS). He is also handling the work of the Quality Review Board set-up
by the Government of India under the Chartered Accountants Act, 1949. He is from
